One MCA (the first one = mca0 or mca4) on each MCBIST must be functional
for zqcal to work on any of the MCAs on that side.
If magic mca port marked bad in PG vpd, force a deconfig of
associated MCBIST to take out the entire half

There was an issue where MCBISTS were not getting deconfigged even
when there was no DIMMs beneath them. This change fixes that. This
is in response to the need for the 2 dimm min memory configuration

The PR field that specifies the number of cores to enable in a
given FRU has been removed for P9. Instead, the PG keyword in
the module vpd will be the only indicator of the good cores.

and pull out individual pieces of data from a complete

HwasState attribute will have a deconfiguredByPlid set

a DELAYED_DECONFIGURE callout is commited; at the end of the
istep worker function, all outstanding deferred deconfigure
records are processed.

replace hwas changedSinceLastIpl bit to a bit for different services
(ie, GARD, mem diag, psi diag, etc) and a subscription mask; this will
be used by hcdb code - when a target changes, the mask will be copied
into the bits field, and then services will clear their bits when they
process the change.
also update and create new hwas predicate to handle new attributes, as
well as targeting utilities to set and clear the bits.

. Add support for CHILD and CHILD_BY_AFFINITY targets to get
deconfigured when a target gets deconfigured.
. Add hwasState to store the PLID associated with an deconfigure
events (system error or GARD callout).
. Replace code in dmi_training to call deconfigureTarget instead
of explictly setting functional state.
