Rather than having to remember to include config.h anywhere
we reference a CONFIG variable (and usually forgetting),
this adds it to the default compiler flags so that it
gets included in every source file we build.

When an error occurs or is injected into an EX target,
the gard record for the target does not make it into
the GUARD partition in time for the gard processing
in istep 6.9 because the associated error log is sent
asynchronously. This change flushes the errlmanager
message queue right before the processing of the
gard records to insure all gard records make it into
GUARD partition.

Garded targets were not always setting GARD_APPLIED bit in
ATTR_HWAS_STATE_CHANGED which was causing ATTR_BLOCK_SPEC_DECONFIG
to always be set after a resource recovery.
To recreate failure:
1) gard a critical target (gard --md 0x50000)
2) IPL
3) verify resource recoverd (gard --gc fabric)
4) verify ATTR_BLOCK_SPEC_DECONFIG set to 1 (hwsvCmd -y)
5) power down
6) clear previous gard (gard --clr all)
7) gard all XBUSes (gard --md 0xE0000 .. gard --md 0xE0005)
8) IPL
9) verify XBUSes were incorrectly resource recovered (gard --gc fabric)
This SPEC_DECONFIG code was added in fips920. We don't believe the fix
needs to go back because it requires a double failure and manual garding.
The first failure must be a gard of a critical resource, which forces a
reconfig.
In the field, the failed parts would be replaced and rely on a different
bit (RESRC_RECOV) and code path. Also, if this isn't fixed the targets
will just be garded again later. This also only applies to Predictive
garded parts.

Change to specifically designate if a target is
allowed to be deconfigured by child rollup and if
it should rollup to its parent.
Need to cover the case where there are two different types of children
and only one is allowed to rollup to the parent.
Also prevent the deconfigure rollup from happening to the parent.

Defect discovered that a DIMM deconfig did not rollup to the membuf
because the membuf also has an l4_centaur child. The fix is
to check that the parent has no more children like the one being
deconfigured. Also make sure that deconfiguring l4_centaur
does not deconfigure its parent membuf.

After the node is deconfigured with non-fatal or power
error running a resource recovery will always recover the node
since all vital parts are deconfigured in the node. so
skipping the resource recovery for node. Power gard need
be considered as fatal so skipping resource recovery for
power gard too.

Applied the normal parent/child rules for EC/EX/EQ logic to be done in
the runtime deconfig logic.
After applying the deconfig logic, then reset the PM for the parent
proc of the EX/EX/EQ.
To facilitate the code changes, modified the return value of the
TARGETING::getParent(...) call. It no longer returns a const * Target,
considering 5 times out of 7 of it's usage, users were just
staic_cast(ing) away the const.
Clear out the HB reset attribute in the mpipl path.
Modify PRD logic to use runtime deconfig call in malfunction alert
path.

Once resource recovery is run to recover hardware resources to
allow the system to boot, it will not be run again until the
configuration of the hardware changes. An issue with that design
is that the HWAS state, deconfiguredByEid, will not be properly
updated in situations where resource recovery has already run.
This state is used by the gard command line tool to inform
the user on the state of their garded hardware.
This commit ensure the deconfiguredByEid is properly updated
for targets that are guarded, but have been resource recovered
to allow system boot.

There are error scenarios where a unit can get deconfigured
and its parent is not considered present. This can lead to errors
in the deconfig by association logic because a unit should always
have a present parent.
This change has the deconfig logic just find the parent. If it's
considered not present or not functional then the code can handle
that, it just needs the parent target.
This commit also fixes a bug found in testing in the DIMM deconfig
by association path.

Whenever a DIMM is deconfigured, we will also deconfigure the
immediate parent target (e.g. MCA, MBA, etc) to ensure there is
not an unbalanced load on the ports.

In the Resource Recovery redesign, the Block Spec Deconfig attribute gets set
when a check for minimal hardware fails to find enough hardware, and it gets
cleared when there is a hardware change. Now, the Block Spec Deconfig attribute
will also be cleared when a target that had gard applied no longer has any gard
records.

Resource recovery is a RAS feature wherein we do not apply certain gard records
if those records would result in a boot fail due to a lack of hardware. Change
the logic from applying speculative deconfiguration one by one to applying all
predictive gard records and then removing those records if minimal hardware is
not available. Also add BLOCK_SPEC_DECONFIG attribute to flag when speculative

-PRD will call this function in response to a core unit
checkstop detected by PHYP.
The new function will mark the core as non-functional
and call a hardware procdure to update the multicast
groups for cores and chiplets. The procedure
will also update the OCC core configuration status
and the quad core status registers which reflect the
number of enable cores/quad in the system at runtime.

Current deconfig logic will deconfigure PHBs with a higher
unit position under a given pec, if we were deconfiguring
the PHB with a lower unit position. For example, PEC1
has PHB1 and PHB2. If we deconfigured PHB1, then we
would by association deconfigure PHB2 as well. However,
if we deconfigured PHB2, then we would not deconfigure PHB1.
This commit removes the logic where if PHB2 is deconfigured,
PHB1 is deconfigured as well. To summarize, the end result
is to be able to deconfigure PHB1 or PHB2 with no effect
on the other. HWPs will handle the hw limitations we have between PHBS.

When an EX is deconfigured, its parent EQ is deconfigured by association if all
resources under it happen to be deconfigured, even if some of those resources
are FCO deconfigures. Later, FCO deconfigures are removed to determine a new
FCO allocation. If an FCO resource is allocated under that deconfigured EQ,
the system may not boot, as those resources will appear to be orphaned. This
change reorders FCO/gard processing to clear the FCO deconfigures, apply
gard records, then allocate FCO resources, so that the EQ in the noted scenario
remains configured, allowing child FCO resources to be used.

Deconfiguring the magic MCA and its parent MCBIST was causing
Maint UE to be reported on other slots. The deconfiguration logic
for magic MCAs will now be handled by the RC_MSS_ZCNTL hardware
procedure.

Currently on reconfig reboots only parts that are GUARDed
are remembered and reapplied.
- Add suport for a semi persisent PNOR partition,
HB_VOLATILE which Hostboot uses to keep track of the reconfig
reboots vs power off
- Add a new GUARD type specifically for reconfig loops
- Add RECALL_DECONFIG_ON_RECONFIG config flag to control
what gets added to GUARD partition
- During boot will add/clear guard records on deconfig based
on config flags and semi persisent state.

P9 allows a xbus connection to be used between chips that have

New De-Config Rules:

- EQ with no good EXs be de-configured

Covers the work required to support the P9 module vpd and new EQ/EX/EC core
structure in relation to the processing of the PR keyword to restrict the
number of cores.
Add new traces or enhance old traces with additional data to improve debug.
Update the module vpd binary for our standalone model.

Implemented a set of macros and constants that can be used
everywhere to translate a PIR into its component parts
and pull out individual pieces of data from a complete
PIR.
Also added and updated the references to the old
ATTR_FABRIC_NODE_ID with ATTR_FABRIC_GROUP_ID.
