Right now we have invalid VPD being written to the OCMB eeproms.
In an effort to get Axone CI running we will disable these tests
for now.

This commit follows up on previous work that pulled in the code
that can find the correct EFD given a SPD blob of data which has
the DDR SPD and the EFD for the DDIMM. This commit adds ocmb_spd.C
which provides a DeviceFW::SPD read interface for OCBM targets,
and hooks is up to the platform implementation of the FAPI
interface platGetVPD for OCMB target. Also this commit forces all
VPD IO in Axone to go through HW, which will actually read from
the new EEPROM cache in pnor.

While in secure boot, the first time an attribute override is
attempted, an error is logged to let the User know that the
override did not take. A flag was created in hb only
attributes which tracks if attribute override has been
attempted.

A new CONFIG variable has been created that will trigger the
istep dispatcher to start the CXX unit test execution at some
point during the boot rather than waiting until the end. This
is useful for quick targeted testing and also for early bringup
of new platforms.
CONFIG_EARLY_TESTCASES is the new flag, and it uses
ATTR_EARLY_TESTCASES_ISTEP to determine where in the boot to stop.
Changes were required in several testcases to either skip the
test completely (typically due to not having enough memory) or
to add additional logic to load new support libraries on demand.
The Axone platform has this flag enabled by default to execute
testcases at the end of istep 6.9 (host_gard).

In fapi2.mk we run a lot of scripts which generate various headers
based upon information we parse for different XML files. We were
missing the new path of XML files that was added for Axone and
this commit addresses that.

This commit puts in the plumbing to have xmltohb.pl look for
ATTR_OMIC_PARENT attributes on the OMI targets and with the value
of that attribute define a bi-directional relationship between the
given OMI target and its defined OMIC parent. Each target in the binary
will have pointers to its associated parent/child. When getChildren<OMI>
or getParent<OMIC> is called in the FAPI2 api for a OMIC or OMI target
respectively, then the Hostboot platform implementation of these
functions will route to the new getParentOmicTargetsByState and
getChildOmiTargetsByState functions that were defined to perform lookups
in the targeting binary for this relationship.

Before we get OMI targets trained we must use i2c to access scom
registers on the OCMB chip. This commit does all of the plumbing so
when HWP calls getScom() on a OCMB target, the hostboot platform
recognizes this as a special scom and routes it to a new i2scom DD.
This device driver will truncate the scom address to 32 bits and
run the exp_i2c_putscom/exp_i2c_getscom interfaces to perform
the operation. Eventually we need to also support MMIO scoms to
the OCMB chip, the MMIO scoms will be used after the OMI training
is complete.

Gerrit intent:
- Applicable for P9 merge (co-req NOT required)
- Co-req not req'd for any tests
Includes the following changes:
- Accommodates initCompiler's needs for additional ring Id APIs to
retrieve IS's key ring identifiers, ringId and ringClass, and to
align with our enumerated chipId
- Elimination of redundancy in and reorg of IS's ring Id lists:
RingProperties, GenRingIdList (gone) and ChipletData.
- GenRingIdList has been removed.
- Expand RingProperties to also include scanScomAddr and ringClass.
- Member of ring and chiplet properties structs have been renamed in
consistent camel style (no longer using "iv_" anywhere).
- Note that with "infrastructure (IS)" we here mean the core infrastructure
codes that directly interact with and affect the image.

Added mrwHide to a lot of platInit attributes, this will prevent
them from showing up in the ServerWiz tool where the value will
be hard to change. Instead these will always rely on the default
in the xml or explicit platform code to set.
Also removed a bunch of unused tags to clean things up.

The power management logic was designed with the assumption
that the external callers would manage the state machine such
that the order of operations is always:
load->start->reset->load->start->reset->etc. However, we
have discovered edge cases where a reset can happen before the
first load or after a previous reset. In either case we will
end up with our wakeup counter being off by one and thus never
releasing wakeup.
The solution is to add logic to the start path that will
explicitly clear the counter out completely, regardless of its
current value. This will ensure that wakeup is released once
the complex is alive.

This commit adds test cases for new OCMB_CHIP and MEM_PORT target
types that are being added to support the new explorer memory buffer
used in Axone.
Also this commit fixed up the Axone target generation which was
missing a break on the inner loop and removed some changes that
were made in target.H which was allowing invalid parets to be
looked up for dimm targets.

This commit will add new fapi2 tests case to make sure that the

be for these tests so I added some macros to reduce the amount of
changes required for some of the tests when new targets get added

A recent change switched out special wakeup handling over to use
the host interface instead of the internal HWP calls. However,
we just discovered that the opal-prd application was not allowing
those calls on non-FSP systems. The opal-prd code is being
updated, but since that is delivered as part of the Linux distro
(not firmware) we need to handle the situation where newer
Hostboot is running on top of the older opal-prd.
This commit adds a check for a new OPAL-specific capability bit
that will ensure we only use the wakeup interface if the opal-prd
hosting us supports it.
