- Introduces Centaur ring ID header files and ring_apply support to generate
a separate Centaur ring image file.
- Introduces common ring ID header file consumed by both P9 and Centaur and
all user codes, e.g. putRing, ipl_build, xip_tool, etc.
- Introduces a namespace approach for complete separation of P9 and Centaur
ring data and to facilitate execution time selection of either P9 and
Centaur ring data.
- Added Centaur image .rings generation function to p9_ring_apply.
- This commit does NOT support Centaur in the TOR API nor in xip_tool. See
commit 38018 for that support.
- Modified hw_image.mk file to support Centaur XIP image generation.
- Updated ring_apply to also support .overrides ring gen for Centaur.

Added Unit Tests to verify that a caller buffer is propageted
to the error log through an FAPI_INVOKE_HWP call. The Unit Tests
use both a fapi2::buffer<uin64_t> and a fapi2::variable_buffer types.
Presently, support for using fapi2::variable_buffer is disabled in
the code base. The unit tests for the variable_buffer is also disabled.
To enable fapi2::variable buffer support the parseErrorInfo.pl script
must be invoked with the --use_variable_buffers option. This can be
done by adding the --use_variable_buffers option to the
parseErrorInfo_RUN macro located in
import/hwpf/fapi2/tools/parseErrorInfo.mk.

Re-enable the #V tests in fapi2MvpdTestCxx.H and correct errors
from running those tests.
Place p9_pm_get_poundv_bucket.mk back in fapi2.mk.

Add the "upper" half of the NIMBUS direct memory support.
Add ATTR_MEMVPD_FREQS_MHZ and ATTR_MEMVPD_POS attributes.
Implement plat_vpd_access to call p9_getmem_vpd_keyword which decodes which
vpd keyword to read for MR and MT.
Update dvpd DD with record and keyword list.
Update dvpd.dat simics vpd file to include MR and MT that map to J0 and X0.
