Because we aren't using read thread-local storage for the FAPI
variables (opmode, piberrmask, current_err) we need to ensure
that we never have multiple HWPs running at the same time. The
external interface that we use in all cases is FAPI_INVOKE_HWP so
that is where a mutex is placed.
This change also uncovered a couple bugs in how we were executing
some non-fapi HWPs in the SBE update code so I fixed those as well.

While verifying SBE boot from both SEEPROM sides, several changes were
identified and a hack was created to fix a HWP bug.
1) Replace use of SBE::setNestFreqAttributes with use of
TARGETING::setFrequencyAttributes.
2) Update TARGETING::setFrequencyAttributes to not pass in i2cBusDiv,
but instead to calculate this value.
3) Update TARGETING::setFrequencyAttributes to find the PLL bucket for
the new nest frequency.
4) Add a call to TARGETING::setFrequencyAttributes in call_mss_freq.
5) Remove finding PLL bucket from call_host_voltage_config. It is not
required since TARGETING::setFrequencyAttributes is being called.
6) Remove SBE::setNestFreqAttributes and SBE::checkSeepromNestFreq from
sbe_update.C as they are not being used.
7) Remove various variables, fields, and parameters because they are
unneeded after work above.
8) Add hack to set SBE boot side indicator back to primary side before
doShutdown in sbe_update.C.
9) Add syncAllAttributesToFsp call before doShutdown in sbe_update.C.
10) Add attributes for the nest PLL frequency data.

The CRP0 record has 8 records (L1-L8) that correspond to the 8 ports
(MCA targets) for the chip. One of the fields inside the keyword indicates
if the port is disabled. This field marks the MCA as non-functional, but
the MCA remains present.

The size of the attribute/targeting data saved in mainstore
is actually only around 300 KB currently. Somehow the size got
put at 128 MB which was way too much. This commit moves it down
to 1 MB

The SBE provides an interfaces for the HOST to issue a psu cmd
that will quiesce the SBE. This commit adds the ability for
HB code to call one function and notify the SBE to quiesce

In the future, attribute/targeting hdat data will be stored in main
store memory and hdat will just have a pointer to the memory location.
This is setting up the ability for hdat service to provide the memory
locations.

We were starting to send messages to the message queue listening
to the R/W data when we tried to copy the data from mainstore into
the pnor backed memory. We need to put this logic in it's own
function and move it to be called after the message queue task has
started

One MCA (the first one = mca0 or mca4) on each MCBIST must be functional
for zqcal to work on any of the MCAs on that side.
If magic mca port marked bad in PG vpd, force a deconfig of
associated MCBIST to take out the entire half

Due to the changes in the P9 memory map, we can no longer assume
that address zero exists as we're booting. These changes modify
the logic related to assigning memory space for the HOMER to use
an offset from the local HRMOR instead of assuming a zero base.

As an initial step towards our goal of booting from previous attr
data and not re-finding out targeting/attr data from PNOR, this commit
saves the targ/attr data that we put into HDAT to a memory address
that HB owns (phyp shouldn't ever touch) so that we can use the info
on the MPIPL path. Ideally this info would be coming from RT but that
is the next step. This just proves that it can be done and outlines
how we should do it.

Previously we thought this was needed to expand the cache
but we determined that it is better just to fully extend
the cache earlier on in the IPL during thread_activate
because the memory will already be there in the MPIPL flow

The SBE needs to know about other PROCs in the sytem. To do
this we are sending a 64 bit string that encodes the system
configuration down to the SBE at the end of the IPL. This
commit just sets up some of the infrastructure that will be needed
to send the message.

The debug tools use the scratch regs for communication
purposes with the debug tools, however the initial values
of the scratch regs are used for boot. Save the initial
values away so the mbox scratch regs can be used for debug
tools

There was an issue where MCBISTS were not getting deconfigged even
when there was no DIMMs beneath them. This change fixes that. This
is in response to the need for the 2 dimm min memory configuration
