Moved synching attributes into an attribute resource provider shutdown path
to avoid race conditions along the shutdown path where a normal error path
coupled with parallel shutdown leads to FSP attribute sync errors.

Prior to this change, there was a switch statement that was saying
"if this RC is found in the psu FFDC, then do this recovery action"
that is obviously not very easy to maintain because for every error
we need to add the proper action. Instead of this, now we will just
look if any GARD records were created as part of the error found in
the FFDC. If a gard was found , Hostboot will stop trying to recover
the SBE and instead enter a reconfig loop to try and IPL w/ the target
garded out. Again this only applies to OP system, in the FSP world we
will commit the error logs w/ the gard records and then TI telling HWSV
they need to look at the SBE

Keep a reserve space for each proc where sbe can dump all the
architected register state data, which host will use to build the
hdat in mpipl path. Host will pass on this address to each SBE in
the stash after calculating the respective offset basis the proc.

In the event that the SBE fails hostboot will attempt to recover it.
During runtime hostboot will attempt an HRESET if the SBE is in a
failed state. When the SBE performs the HRESET it will save some
important information that will persist through the reset. If one
side is failing to recover the retry code will attempt to switch sides
and do the hreset. If the SBE seeproms have different versions of the
SBE code the data that was supposed to persist through the HRESET will
be in incorrect places because the version mismatch. Because of this
we cannot switch seeprom sides and perform a hreset if the seeproms have
different level of the SBE code.

At one point in time there was a plan to have the SBE read the HRMOR
and set it in the keyAddr stash space that is used to talk to HB.
That plan was cancelled but the code was added to Hostboot. This
commit removes the old invalid code.

This commit uses SBEIO ChipOps to read the HW Key Hash from the
SBE Seeprom when reading from the Seeprom that booted the processor.
This will help avoid I2C collisions when both Hostboot and the SBE
try to access the same SBE Seeprom at the same time.

- Handling a PSU DD Timeout involves invoking the SBE Retry
handler, which can cause crashes (FAPI library not yet
initialized) if the timeout happens very early in the IPL.
- Added a check if the FAPI Library was loaded, and added a
call to handle the early timeout later in the IPL.

Structure sbeCapabilities_t was added to the sbe_utils.H, a common file that
can be shared among other files that need the sbeCapabilities_t struct.
The psuCommand structure was updated, in file sbe_psudd.H, to facilitate the
PSU call to get SBE Capabilities. Also structs fifoGetCapabilitiesResponse/
fifoGetCapabilitiesRequest were added to file sbe_fifodd to facilitate
the FIFO call to get SBE Capabilities.
Attributes SBE_COMMIT_ID, SBE_VERSION_INFO and SBE_RELEASE_TAGS were added to
the target '<id>chip-processor</id>'. These attributes are the ultimate
receiver of the SBE capabilities' version, commit id and release tags info.
New file sbe_capabilities.C contains the call to getPsuSbeCapabilities and
getFifoSbeCapabilities which ultimately perform the call to do the PSU chip
operation, FIFO chip operation and update the attributes above. In step 6,
host_discover_targets, and in step 8,
call_proc_check_slave_sbe_seeprom_complete, is where the calls to
getPsuSbeCapabilities and getFifoSbeCapabilities are made respectively.
The file FipS_SBE_Interface_Specification_v1.3a.pdf (FIFO), file
Host_SBE_Interface_Specification_v0.9d.pdf and looking at
HW code were used to guide the coding of this.

This commit introduces a new error log that will get displayed
when a slave SBE fails to reach runtime after the intial start_cbs.
Before adding this there was no notification letting the user know
that Hostboot failed to boot the slave sbe and that it gave control
to the FSP so hwsv can figure out what to do next. In addition to
this new error log this commit also updates other errlCommit func
calls in the sbe_retry_handler to ensure we are using SBEIO as the
component id for these error logs.

OPAL relocates itself after boot. During MPIPL, hostboot needs to access
relocated SPIRAH. Hence lets add support to get relocated payload base address.
OPAL will use SBE stash chip-op to send relocated address to SBE. During early
IPL SBE sends stashed data to hostboot. And hostboot will use that information
to find relocated payload (OPAL) base.

Previously if a PLID was passed to the ctor of the sbe_retry_handler
we would link all errors logs created during the process of recovering
the SBE with this PLID. But if no PLID was passed then we would not
link the logs. This commit changes it so if no PLID is passed to the
ctor then the first log created in the recovery process will become
the PLID that all logs after will be set to.

Before we initiate an HRESET we need to make sure that the perv
scratch register that the SBE looks at during boot are all zeros.
When these registers are zeros the SBE will ignore them and pull
values from its own image. We need to do this because Hostboot will
repurpose these registers after the SBE boots the first time so the
data in the registers is no longer valid. It is okay for the SBE to
pull the values from it's own image because during the IPL hostboot
customized the SBE image with the correct values.

If PRD notices that a sbe vital attention is set (TP_LFIR 26) then
it will call hostboot code to attempt to recover the SBE. If this
occurs during IPL time then hostboot will not be able to recover
the SBE and we will deconfigure the processor. If this occurs
during runtime HBRT will attempt to run the retry_handler. This will
result in us calling hreset on the SBE that failed. If we were able
to recover the SBE then no error will be returned. If we are unable
to recover the SBE then we will return an error with a deconfig
record.

In the sbe_retry_handler code we have two methods we can use to restart
the sbe. They are restarting the cfam boot sequence (start_cbs HWP) and
performing a hw reset on the PPE (hreset HWP). We use start_cbs if there
are issues with initial power on of the slave proc's SBE because we will
not lose any state info (fabric isn't up yet). During runtime we will want
to use the hreset HWP to recover the SBE. Hreset is handy because it will
not force a reboot of the entire proc chip, so the fabric can stay up while
we reset the PPE in the SBE. This commit implements the code path for the
hreset HWP in the sbe_retry_handler. In addition this commit enables calls to
the sbe_retry_handler in rt_fwnotify's sbeAttemptRecovery function which
handles PHYP requests to recover the SBE.
(Also some small typos in related code fixed)

Previously the sbe_retry_handler had logic and wording that
assumed that it was being used to tell if the slave sbe booted or not.
However this code has many more use cases then that. Also there was some
indirect recursion that made the code hard to follow. With this refactor
the code should be easier to follow and the vocabulary used should be more
generic.

Need to clear first 2 bits in CFAM register 0x283B.
This basically resets our SBE communication stream just
incase HBRT restarts after processing SBE interrupt.
Clearing these bits tells the sender to resend the command.

After talking with the HWP writers for the sbe_extract_rc HWP they
told us we should always act like the secureModeDisable bit is false.
The only reason that option is there is for lab use and we shouldnt
ever use it. This commit makes that bit always 0

In the event of a FIFO communication failure w/ SBE, hostboot wants to
run the sbe_retry_handler in order to collect as much FFDC as possible.
We were missing support for this before this commit. This commit also adds
support for the sbe_retry_handler to use the Secure Debug Bit and the
unsecure mode bit for the p9_extract_rc hwp.

For any new errors, if caller has provided a PLID, that PLID
is to replace the new error's PLID. Also gard out the target
associated with the SBE if the SBE retry fails.

This code sets up and calls the SbeRetryHandler class to attempt
an SBE restart. Additionally, we need more than one way to restart
the SBE: p9_start_cbs and hreset. This commit sets up the structure
to use one of the two methods while waiting on hreset to be available.

If there is an error in the PSU, and there is no FFDC, there is
probably something wrong with the SBE. Since there is new support
to attempt an SBE reboot if there's an error, we want to add that
functionality to the PSU flow as well.

This commit takes care of a few things
1) Removing the sbe threshold handler - we decided
that retrying after the initial loop was overkill
2) Making use of the class structure - we added a lot
of class elements to decrease things passed
between functions and to facilitate debugging
3) Creating a main entry point and simplifying functions
We decided that we wanted one function to handle all
actions. This also made some function irrelevant and
as such they were removed. Additionally, this also
fixes an infinite circular logic bug.

During an SBE update we were getting I2C collisions when trying to
access pnor on the "running" or "active" side of the seeprom. This
commit adds support for a PSU chipOp called "readSeeprom" which
allows the host to make a request to the SBE to copy a specified
chunk of pnor out to a buffer in memory which the host can access.
This commit also uses this chipOp in place of the I2C read during
the SBE update of the active seeprom side.

It is possible for the Hypervisor to move the HRMOR during runtime
If this occurs, then we trigger an MPIPL, hostboot needs to be
sure to set the PAYLOAD_BASE attribute to whatever the Hypervisor
had the HRMOR set to before mpipling. The HRMOR is read out by
the SBE during its MPIPL steps and written to the bootloader which
the bootloader passes up to hostboot.

HWP writers need a way to request certain HWPs to run on the SBE
for non-master processor targets while we are in secureBoot mode.
This macro will check these conditions and if we are on a non-master
in secureMode then we will issue a fifo chipop to the slave sbe
in order to request the SBE to perform the HWP. This commit also
adds some simple test cases to verify the failure paths. Also
fapi2 test cases are re-enabled in this commit.

*Wrote a runtime SBE pass-through function to invoke the
runtime apply_attribute_overrides function. The caller
is required to place the request data in the
SBE COMMS reserved memory area and invoke the
sbe_message_passing function. The request data consists
of an sbeMessage_t header followed by binary override
data which can be obtained from the attributeOverride tool.
Upon completion of the sbe_message_passing function, the
respose data will be written to the SBE COMMS AREA.
*Added support for accessing system attributes at runtime.

Previously we were relying on the reservedMem section to be a certain
address for the attrrp to find after an MPIPL. With this change the
address is passed through the SBE so the reservedMem data can be
anywhere

This commit enables the SBEIO PSU calls to the SBE to open and
close Unsecure Memory Regions now that the SBE team supports that
API. Their support, however, does not actually whitelist/blacklist
the memory at this time. This commit also gracefully handles the
errors from the SBE saying this support is not there.

The FFDC data from an SBE Scom read/write needed to be parsed and used to
invoke PIB::addFruCallouts during both FIFO and PSU operations. During task
research it was discovered that the error code path for reading FIFO request
responses had several errors. These errors related to manipulating a duel
buffer system.
Fixed these errors and encapsulated the duel buffer handling in order to
facilitate unit testing.
* Created FFDC parsing classes FfdcParsedPackage and FfdcScomPibErrorPackage
in order to validate and process FFDC data based upon the return code
contained within the FFDC.
* Created the SbeFifoRespBuffer class for encapsulating the handling for
the duel buffers used in the fifo readResponse method.
* Modified the SbeFifo::readResponse method to use the SbeFifoRespBuffer
class for messaging and the new FFDC parsing classes for handling PIB
addFruCallouts.
* Modified the SbePsu::readResponse method to use the FFDC parser classes to
invoke PIB::addFruCallouts.
* Added Unit Tests for SbeFifoRespBuffer, FfdcParsedPackage and
FfdcScomPibErrorPackage.

This commit adds the open/close SBE memory region calls
throughout the IPL, as needed. The underlying SBE calls are still
commented out, however, as we await SBE support.

This commit provides the base support of Opening and Closing Unsecure
Memory Regions via PSU commands to the SBE. It introduces external
interfaces, a Memory Region Manager class, and a testcase that
covers the expected use of the interfaces. However, it does not
enable the actual PSU commands to the SBE since their support
is not yet available.

For mpipl we need to pass an address through the SBE. To do this
the SBE is writing functionality that takes in uint8_t key and a
uint64_t value and from this chipOp and stores it in the bootloader
image (before 12k exception vector but after magic keyword). I also
cleaned up some prior naming inconsitencies in this commit
