Disable processing of error logs by the error log server
after receiving the shutdown event. This is to prevent
the possibility of bad things from happening once other
services are shutdown.

This commit adds logic to cache the VERSION partition so that
errl commit function is able to use the cached data instead of sending
messages to SPnorRP queue. Said messages also cause deadlocks
if secureboot verifications fail, since the code attempts to
send a synch message to the SPnorRP queue while it's handling
another synch message. These changes only impact OP systems and
code paths.

Moved the structural parts of the errludattribute code into source
files, instead of being generated. Now we only pull in the
generated code where it is actually useful. This makes updates
simpler and faster to compile.
Added a couple more attributes to the supported list of displayable
values.
Improved an error path to get more useful information from
unsupported attributes.

Filled in a couple spots where we needed to support the new
Axone targets types: OCMB, PMIC.
Cleaned up the way we handle adding PN/SN/ECID to our logs
to make them more generic to handle new types in the future
automatically.

Recently a new EECACHE section was introduced to Hostboot. This section
gets populated with a copy of every PRIMARY_VPD eeprom (someday could
contain other eeprom roles also) during host_discover_targets. This
commit add support to allow users to select where they want to perform
their EEPROM device operation. If they pass CACHE to the deviceOp macro
then a read will come from the pnor cache, writes will write to pnor
cache and then also write to the eeprom HW. If HARDWARE is passed in
then reads and writes will be directly done on the eeprom hardware.
If AUTOSELECT is passed the code will check our cache to see if we have
a copy of the eeprom in question, if we have a copy we will go the
CACHE path, if no copy exists we will go the HARDWARE path. Along with
this change some reorganization was done w/ the eeprom related files.

This change supports the openpower path for adding I2C device
callouts to error logs. The process works as follows:
- Create an I2C device lookup table on first use of I2C callout
- Use that table to map I2C info to the actual device to callout
- Callout any other I2C devices on the bus with lesser priority
- If no I2C match found, callout the I2C master instead
- If an I2C device was found, callout the I2C master as low

Whenever ErrlEntry::collectTrace() was called it would
create a new trace UD section each time. This led to
duplicate entries in the errl. A new function was added
to ErrlEntry to prune duplicates called
removeDuplicateTraces().

When Hostboot has a TI with a PLID rather than a Reason Code (RC), HWSV does not
attempt the Hostboot Dump. Thought is that happens per the design as the error
log related to the PLID sent by Hostboot should already have the required
information. There are instances where the error log does not have sufficient
data and a dump would be beneficial. A path is being added so an error log can
be flagged as needing a Hostboot dump.

The AbaPtr makes assumptions that we have pointer values that
are only 32-bits long. In our runtime (HBRT) environment that
assumption is not true so we need to make sure none of the code
that runs there is trying to use the AbaPtr code.

- Add the capability for Hostboot to recover (with reboot)
when it consumes an ECC error
- PNOR layout needs to be updated to flag the recoverable
sections (generally cached or throw away data like *VPD
HBEL, and GUARD partitions)
- Upon bad ECC detection, Hostboot will check partition
flag and if set, it will clear and write good ECC to PNOR.
It will then throw the normal error and terminate, waiting
for the BMC to issue a reboot

When pushing hb's attr/target type files to common-mrw-xml repo, we add
tags to represent which attributes are for openpower (bmc based system)
and which are for fsp based systems. All attributes in _hb files are
considered common for both platforms and do not have any tag. All
attributes in _openpower will get openpower tag and be only shown
to a system engineer if they are building a bmc based system.
Therefore, the source of the attribute file is important from now on.

Previously there was a bug with pib_err_mask where we incorrectly
tried to cast a userdetails object into an incorrect structure.
This caused an issue when we tried to access members of the struct
that we were casting to. This commit changes the function that
provides lookup of userdetails sections so it only returns the user
data that the user details section contains.
