- Explicitly clear the Hcode error injection bits for SGPE, PGPE and all CMEs
prior to special wake-up in p9_pm_reset as these will guarentee special
wake-up failure cause if left set.

- Hardcode the Vdn Ceff value to 1 as the dimension is not supported in the WOF
Tables. This avoids the root of the issue noted which was VPD data
dependent in the previous algoithm for an unused element.

- Clearomh the bits lets STOPs and PStates be restarted during the reset.
Injection has to be done after the subsystem is initialized.
- Clear the CSAR bits in p9_pm_corequad_init(init)
- Clear SGPE and PGPE error inject bits in OCC Flag2 (p9_pm_stop_gpe_init and
p9_pm_pstate_gpe_init respectively

Commit fixes corruption of current error in case of special wakeup timeout.
Due to use of a FAPI_TRY at the begining of HWP, in FFDC path, due to
recurssion, current error get reset. As a result, callback procedures
crash.

In this update, we're adding support to p9_xip_tool to be able
to dissect and extract stand-alone DDCO ring files, i.e. files
that are DD packaged through using the dd_container API and
which is the DD packaging that XIP "understands".
Right now, dissect and extract (of a specific DD level) can
only be achieved if the DDCO binary is attached to the XIP image
as one of the rings sections, .rings, .overlays or .overrides.

- Introducing RV_RL3/4/5 ring variant (RV) support for EC/EQ chiplets.
- Dropping RV support for all chiplet's instance rings which saves 456
Quad bytes and 58 Nest bytes in Seeprom's TOR slots (compared to
master).
- Each additional risk level adds 144 bytes in Seeprom TOR slots.
- Various changes to data names associated with ring variants to
clarify that the notion of ring variants is now specific only to
Common rings while Instance rings only have the BASE variant.
- Also, removed backwards compatibility to TOR v5, i.e. from before
we introduced RL2 in february. Assumption is that all images/drivers
used in fips910/920 and OP920 are TOR v6.
- This commit produces a TOR v6 image to ensure EKB FSP CI success.

FSP is ignorent of exact host processor state during hostboot istep.
During slave SBE update failure, hwsv on FSP stack request special
wakeup on all procs which includes slave ones. Since, PM complex isn't
booted at this stage, special wakeup times out. As a result, on Zepplin
system, there is a flood of informational error logs which breaks
automated test scripts.

In core stopstate2, only checking the vdd_pfet_disable_core is not
enough before scoming for C_CLOCK_STAT_SL, since in stopstate2 fences
are up, so need to check for fenced bit as well in C_NET_CTRL0 reg.

In case of PM Malfunction Alert, HBRT invokes PRD by setting bit
OCC LFIR[stop_recovery_notify_prd] after collecting STOP Recovery
FFDC. In response to FIR bit, PRD calls p9_pm_callout. It returns
to PRD a bit vector which represent all the cores considered dead
by PHYP due to PM malfunction. This commit accomplishes level2
implementation of p9_pm_callout.

This commit changes the images' .rings section by adding the TOR
RL2 variant slot to the runtime Quad chiplets, EQ and EC.
Specifically, we have changed the definition of the ATTR_RISK_LEVEL
attribute to now have three risk levels, RL0 (prev FALSE), RL1
(prev TRUE) and RL2 (new). To accomodate RL2, a new "override"
txt file has been created, ./attribute_ovd/runtime_risk2.txt and
changes to many other files using the ATTR_RISK_LEVEL attrib have
been updated as well.
Lastly, and to allow for the inclusion of RL2 rings in the HW
image, the TOR_VERSION has been updated to version 6 which will
allow for RL2 support in the ring ID metadata files.
p9_setup_sbe_config is updated to write the RISK_LEVEL value into
scratch 3 bits 28:31, and deprecate the existing mailbox.
RISK_LEVEL processing has been removed from p9_sbe_attr_setup. It's
only function is to seed mailboxes which are empty via the
attribute state present in the SEEPROM. Since RISK_LEVEL is zero
at image build time, and explicitly cleared as a result of every
customization, there's logically no need to process the RISK_LEVEL
here.
PPE changes to accomodate the new RISK_LEVEL mailbox
location need to be implemented in the PLAT code: src/hwpf/target.C

Modified the checks to disable WOF by default for Nimbus DD2.0
since most parts have invalid module vpd.
Also changed the severity that is used to log errors getting a
WOF table to make them visible logs. Without this change we
won't know why the lookup failed in many cases.

The purpose of this commit is to avoid a coreq situation by
ensuring this commit is fully propagated through our repos and
test drivers before introducing the change to the new HW image
with two RLs.
The commit enables simultaneous support for producing a HW image
and retrieving rings from an image that has either one or two risk
level (RL) rings in the .rings section. The commit however does
NOT actually, yet, make any changes to the image which is the
aim of the (step 2) commit 53292. Nor does this commit generate
any raw ring files or process any RL2 level rings yet. Again this
will happen in 53292.
The commit also includes,
- various related cleanups in data naming and ring file processing,
- some data and invironment specific parts in ring_apply.C have
been moved to common_ringId.C.

- PGPE checks for non-zero value and uses for number of cores in vratio calc

On a secure system, it is not possible to access SPRs of
PPE engines as it involves RAMMING. So, commit changes PPE

- Matches rounding done in VFRT generation process to correlate expected
frequencies
- Elevated a compressed VFRT translation dump (only VDN<=35% and QID=6) for
better debugability. Still tries to limit the HB trace space.
- Dealt with old, stale todos (comments removal).
- Resolve the way that the parameter block computes the miminum frequency (Safe)
Pstate by rounding FAST (truncation). Previously, it rounded SLOW (larger PS)
- Made PGPE calculation match (it previously subtracted 1 from the Pstate) and
truncated.
- The above led to the Pstate values being different by 2 (+1 and -1).
- Fixed PGPE bug where safe Pstate has to be the starting value for auction
computations
- Added default value for ATTR_FREQ_PROC_REFCLOCK_KHZ being 0 for Hostboot CI

If a system has ATTR_FREQ_PB_MHZ_POUNDV_FALLBACK=0 and a bunch
of #V buckets that aren't programmed, we will see some distracting
error traces. The logic was changed to ignore the check for a
fallback message if the attribute isn't set.

This commit adds support for versions 3-F to use the #W version 2 format.
If a new revision (0x10+) is added,this procedure will have to be updated
0x01 = supported
0x02-0x0F = supported with current version2 format
0x10 = next major revision, i.e. the next format change must
jump up to 0x10
