Perl default enumeration over hash keys doesn't seem to be
stable. In order to make a reproducible build sort the EC
images so they end up in the same order each time.
Resolves #115

This initial commit will be used to create the new SBE
directories and files. It also supports the usr functions
to find and copy SBE PNOR images. NOTE: It will not enable
Updating SBE SEEPROMs in the IPL.
