During Fleetwood bringup we ran into issues w/ SPD driven
Power Slope attributes. Previously we had this attributes
set to be writable, however that is not the case. When a
ATTR_GET is performed Hostboot will actually calculate the
slope intercept on the fly by reading and processing the VPD

The memory throttling settings were not set correctly
at runtime, which caused incorrect settings to be sent to OCC
on restart during runtime. It turned out that the relevant hb
attributes were sent to memory before they were actually calculated,
so OCC saw them as being all zeros at runtime. The fix is to commit
the hb attributes to memory at the very end of call_host_runtime_setup.

This commit sovles the Hostboot side of Defect SW411967 where the FSP needs
to know the real memory address associated with the PAYLOAD TCE Tokens so
that it can run the PSI Diagnostics test. The hostboot code will also
temporarily open an unsecure memory region for this test, as well.

ZQ calibration is started on a per-MCBIST basis. If any port fails
ZQ calibration due to the magic MCA0, then it is the result of a bad
resistor. The resistor is on a per-MCBIST basis. As such, the MCBIST
should be deconfigured, while the port is additionally called out.

This code sets up and calls the SbeRetryHandler class to attempt
an SBE restart. Additionally, we need more than one way to restart
the SBE: p9_start_cbs and hreset. This commit sets up the structure
to use one of the two methods while waiting on hreset to be available.

We observed FCO cores front-loading to first processor followed by

Adding this lock mechanism to handle contention between
the Host and OCC. Using the Host's lock as a proxy for any
operations we want the FSP to do for us. HBRT will now call
to lock the master i2c, then call down to the FSP to do the
VPD write, then call to unlock the master.

During MPIPL it is possible that the hrmor was moved while the
hypervisor was running. Before this commit if the hrmor was moved
then hostboot would fail when we tried to collect dump information.
With this commit hostboot will read the hyp/hb comm area to see if
the hypervisor has moved the hrmor and told HB, if the hyp has then
hostboot will set the ATTR_PAYLOAD_BASE attribute on the system
target during the target service initialization

If a system has ATTR_FREQ_PB_MHZ_POUNDV_FALLBACK=0 and a bunch
of #V buckets that aren't programmed, we will see some distracting
error traces. The logic was changed to ignore the check for a
fallback message if the attribute isn't set.

Upon PGPE Halt
1) SGPE performs STOP Recovery Trigger to set
a malfunction alert and removes PGPE IPCs
from wake-up decisions.
2) CME is interrupted by QPPM OCC Heartbeat
Lost that PGPE stopped updating

1) PGPE moves to Psafe
2) PGPE performs STOP Recovery Trigger to set
a malfunction alert.
This commit also includes SGPE Panic Code
Cleanup such as debug halt support.

For every instance where a firmware_request is made, it is possible
to get an error if the FSP is doing a reset/reload. Now, if an
error returned from the firmware_request call indicates that the
FSP is doing a reset/reload, the firmware_request call will be made
again. Also refactored the code. Consolidated the calls to
firmware_request to another file to facilitate the adding/updating
of messages.

If there is an error in the PSU, and there is no FFDC, there is
probably something wrong with the SBE. Since there is new support
to attempt an SBE reboot if there's an error, we want to add that
functionality to the PSU flow as well.

Moved the TOD files from directory /hostboot/src/usr/isteps/istep18
into a new TOD directory - /hostboot/src/usr/isteps/tod. Created a tod
library from the files within the new TOD directory. Added a runtime
directory underneath the tod directory. Created the rt_todintf.C file
which contains the two newly added interfaces -
readTodProcDataFromFile and resetBackupTopology.

The GenericFspMboxMessage_t struct has been expanded to provide
a lot more data than before. The highlights are that it now
carries the data size, an error only flag, a sequence number
and a magic number to identify the message. An initialize
method has been provided to set some of these to default
values. In addition the message types are consolidated into
one enum. All enums have a prefix of GFMM to avoid name
collisions. The sequence number is an auto incrementing
number so we can keep track if the messages are received out
of order.

This fixes a bug where the HW was not initialized properly to
point at an invalid TCE Table in istep 10.6. This is required such
that the FSP cannot DMA into memory without Hostboot control.

This commit adds support for versions 3-F to use the #W version 2 format.
If a new revision (0x10+) is added,this procedure will have to be updated
0x01 = supported
0x02-0x0F = supported with current version2 format
0x10 = next major revision, i.e. the next format change must

I inserted P9A before CT_CEN for purely estaetic reasons. Since
the current Centaur image in EKB isn't being used yet, this
should be safe (as otherwise there would be a co-req
situation).
