Call p9a_throttle_sync inside mss_scominit
We need to setup the memory throttles for worstcase mode for a
portion of the boot before we have the real values later in
mss_thermal_init.
Changes to IPL flow -
13.8 mss_scominit
- exp_scominit()
- p9a_throttle_sync() <<< new
14.2 mss_thermal_init
- exp_mss_thermal_init()
- p9a_throttle_sync() <<< current place, stays here but also called earlier
