Remove common code dependency on FAPI in FSP.
This is the 1st part of a 2-step code drop:
1. Hostboot change: Change perl script to skip validation against
FAPI attributes if no fapi attribute xml file is passed in.
2. FSP change: Change makefile to not pass in a fapi attribute
xml file.
