Make pci cache injection attributes writeable
The value of the cache injection attributes is based on the MTM of
the system, therefore the FSP needs to be able to write to the
attributes.
-ATTR_PROC_PCIE_CACHE_INJ_MODE
-ATTR_PROC_PCIE_CACHE_INJ_THROTTLE
