[OPAL-MPIPL][4] Skip starting OCC in istep 6.11 in MPIPL Open-power
In open-power system, we are skipping OCC start from SRAM in the
MPIPL path at istep 6.11, Since we are hitting checkstop when we
reach istep 21.1, pmComplexReset.
