This change does two things:
-removes the eyecatch workaround for HDAT TPM data multinode
support
-fixes the loop that adds eye catches to HDAT TPM data for the
openpower case

<title>Get Final HDAT Size from PAYLOAD's SPIRA section</title>

This commit retrieves the amount of space the PAYLOAD has reserved
for the HDAT content in its SPIRA section.  It then uses this size
when copying the HDAT from the temporary location (where the FSP
put it with DMAs-via-TCEs) to its final location.

<title>Primary TPM Required Policy</title>

Change the "TPM Required" policy to "Primary TPM Required," wherein
only the presence and functionality of the primary TPM (attached to
the acting master proc) will be considered when evaluating the
TPM required condition. The presence and functionality of the backup
TPM will not play a role in this policy.

OPAL relocates itself after boot. During MPIPL, hostboot needs to access
relocated SPIRAH. Hence lets add support to get relocated payload base address.

OPAL will use SBE stash chip-op to send relocated address to SBE. During early
IPL SBE sends stashed data to hostboot. And hostboot will use that information
to find relocated payload (OPAL) base.

SBE stash chip op:
  key = 0x03
  val = &lt;relocated payload base address&gt;

Code for SP ATTN, COMM, and SBE FFDC areas has been extended to
all chips/nodes. The COMM area base address calculation is now
updated to use the lowest addressable location for the master
node.

    -PRD will call this function in response to a core unit
     checkstop detected by PHYP.

     The new function will mark the core as non-functional
     and call a hardware procdure to update the multicast
     groups for cores and chiplets. The procedure
     will also update the OCC core configuration status
     and the quad core status registers which reflect the
     number of enable cores/quad in the system at runtime.

Hostboot reserved memory areas are large, and there is enough content in
certain cases such that data bleeds into the start of the PHyp image.  This
change stops preverifying one of the largets partitions, WOFDATA, so that
the reserved memory areas will stay well within bounds for the time being.

PHYP needs a way to know if SBE security backdoor is enabled
for debug purposes. This change creates a flag in TPM instance
data structure to indicate whether the backdoor is enabled. This
flag is passed by SBE to the hb bootloader; also added the flag
to indicate whether PCR is poisoned (default of 0).
The population of this flag will be implemented on Fleetwood.

Extends HDAT population to add TPM data to all functional nodes
- Added message sends from the master to each node
- Each node updates # of instances, sizes of structures, etc.
- Each node navigates to its appropriate offset in HDAT
- HDAT now populates entries for all TPMs in the blueprint
- Physical presence interaction mechanism is master-only obtained
- TPM SRTM and DRTM logs are no longer interlaced between TPM info
- Single node workaround reverted
