Add PEER_TARGET attribute to proc1 and re-enable getOtherEnd tests

The getOtherEnd test was causing issues and was producing false error messages about the relationships of the xbuses. This commit re-enables the test and fixes it. Fix format of fapi2 test cases

Refactoring some tests now so it follows what the other cases are doing.
