    -PRD will call this function in response to a core unit
     checkstop detected by PHYP.

     The new function will mark the core as non-functional
     and call a hardware procdure to update the multicast
     groups for cores and chiplets. The procedure
     will also update the OCC core configuration status
     and the quad core status registers which reflect the
     number of enable cores/quad in the system at runtime.

PRD needs to read the PNOR to tell OCC where to write in the pnor.
This will cache the PNOR section so PRD will not fail the
read call. If an error is created with pnor inaccessible,
errl manager could get stuck unless it was initialized first.

Need to avoid incrementing into the processor node
field of the PLID.

Decided to use the highest bit in the last 3 bytes as a dividing bit.
[0x##800000 - 0x##FFFFFF] -- for pre-boot setup errors.
[0x##000000 - 0x##7FFFFF] -- for post setup errors

When setting up from PNOR, we will look for the max EID in the post-setup range.
If no max is found, restart at 0.

For every instance where a firmware_request is made, it is possible
to get an error if the FSP is doing a reset/reload.  Now, if an
error returned from the firmware_request call indicates that the
FSP is doing a reset/reload, the firmware_request call will be made
again. Also refactored the code.  Consolidated the calls to
firmware_request to another file to facilitate the adding/updating
of messages.

<title>Propagate attribute overrides up to the HBRT code</title>

Attribute overrides are stored in a separate tank of memory from
the regular attribute values.  This tank will be added as an
additional reserved memory section for HBRT to consume (only if
overrides exist).

Also fixed a couple bugs encountered while testing:
- No longer crashes if an error is created inside the targeting
  initialization code.
- Added reserved bytes to RHB definition.
