Adding path to use alt-memory when proc0 does not have memory

When proc0 doesn't have memory, and we are on a phyp system, we don't need to swap our master proc and we can instead just swap memory. This commit adds in the functionality to look for working memory, and send both the group and chip ID down to HWSV. Updated sendProgressCode() so that it would only output trace or console messages once per step/substep. Replaced most calls to IPMIWATCHDOG::resetWatchDogTimer() with calls to sendProgressCode() which calls resetWatchDogTimer() if communicating with a BMC, or updates the FSP with its progress on FSP-based systems. Re-apply p9_int_scom inits on shutdown path (2nd attempt)

The interrupt resource provider shutdown path is clearing out some scom inits that need to be set or else we see problems in the hypervisor. This commit registers a new event to the shutdown command which will re-apply the scominits prior to shutting down and passing off control to the hypervisor.
