Update SBE In Istep7.5 In SMF Mode

A bug was discovered on OpenPOWER systems wherein if SMF is enabled, we would checkstop in istep10.1 when trying to XSCOM to the slave proc. The issue was that SBE at that time didn't know we were booting in SMF mode and so didn't set up the XSCOM BAR for the slave proc appropriately. The solution is to force SBE update in istep7.5 if SMF is enabled in the MRW (ATTR_SMF_CONFIG) but SBE doesn't yet know about that (bit 16 in scratch reg6 is not set). ipmi: Terminate SEL task via shutdown event

The IpmiSEL task will become part of the extended image once the IPMI module is split in two. Once split, if we need to handle an early shutdown we cannot be referencing code from HBI in HBB. To that end, ensure we don't instantiate an IpmiSEL via Singleton in an attempt to shutdown its event loop when it hasn't been loaded, let alone started. Instead, have IpmiSEL register itself in the shutdown handler, and shut down the SEL task before IpmiRP. Additional tracing for shutdown events

Hit an issue where a shutdown was called but all that is traced is a msgQ pointer. These traces should help associate the msgQ pointer to an actual task being shutdown. Adding path to use alt-memory when proc0 does not have memory

When proc0 doesn't have memory, and we are on a phyp system, we don't need to swap our master proc and we can instead just swap memory. This commit adds in the functionality to look for working memory, and send both the group and chip ID down to HWSV. Send additional FSP progress messages during long isteps (e.g. memdiags)

Updated sendProgressCode() so that it would only output trace or console messages once per step/substep. Replaced most calls to IPMIWATCHDOG::resetWatchDogTimer() with calls to sendProgressCode() which calls resetWatchDogTimer() if communicating with a BMC, or updates the FSP with its progress on FSP-based systems.
