majority of `attr_rtx'. Move variable declarations into the
scope where they are used. Eliminate unnecessary gotos.
(attr_rtx): Now just a wrapper for `attr_rtx_1' using VA_OPEN,
VA_FIXEDARG, and VA_CLOSE.
