E402 is "module level import not at top of file" and ignoring since settings_manager.py needs to modify the sys.path before importing certain modules. Since the default ignore list is not used anymore, rules E121,E123,E126,E226,E24,E704,W503 are now enforced. Looking at those rules, I believe we should enforce them.
