presence: Add fallback redundancy policy
Add a fallback redundancy implementation of the RedundancyPolicy interface. The fallback policy associates multiple PresenceSensor instances to a single fan, and "falls-back" on secondary sensor implementations when the primary sensor cannot see the fan.
