Do not add (possibly poisoned) /usr/local/include and /usr/local/lib
to gcc and ld search paths in configure.

With BR2_COMPILER_PARANOID_UNSAFE_PATH enabled, poisoned paths result
in hard errors, failing affected configure tests.
