Update config.guess and config.sub scripts to latest versions.

Current version of config.guess may fail to detect host libc version, which results in problems with configure when building gcc. Current patches are removed. Patch to add support for ps2 is removed as it was discussed on buildroot mailing list that it is no longer needed. support/gnuconfig: update config.{guess, sub} to a newer version

We need more recent versions of config.guess and config.sub in order to support the aarch64 architecture. Otherwise, all autoconf packages fail to build with failures like: http://autobuild.buildroot.org/results/abcdbe1aaf1c203c82dc3e4ec8c002b9b9e550e0/build-end.log We take this opportunity to turn the config.* patches into proper Git patches, and note which Git commit of the config.git repository we used as the original source. Rename XXXTARGETS to xxx-package

The CONFIG_UPDATE macro is no longer defined in package/gnuconfig/gnuconfig.mk, but instead in package/Makefile.autotools.in. It it also changed a little bit to take the directory of the package sources as argument, and the AUTOTARGETS infrastructure is updated to use this macro.
