zynq-boot-bin: use HOST_ZYNQ_BOOT_BIN_DL_DIR instead of ZYNQ_BOOT_BIN_DL_DIR

Instead of DL_DIR, the package should now use $(PKG)_DL_DIR to ease the transition into a new directory structure for DL_DIR. Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. We want to use SPDX identifier for license string as much as possible. SPDX short identifier for GPLv3/GPLv3+ is GPL-3.0/GPL-3.0+. host-zynq-boot-bin: new package

The package provides a Python script that can create the file BOOT.BIN to boot Xilinx Zynq based boards. The script zynq-boot-bin.py is contained in the Xilinx repository of U-Boot (it is not in upstream).
