This commit fixes the warnings reported by check-package on the help
text of all package Config.in files, related to the formatting of the
help text: should start with a tab, then 2 spaces, then at most 62
characters.

The vast majority of warnings fixed were caused by too long lines. A
few warnings were related to spaces being used instead of a tab to
indent the help text.

This commit switches to use the new gettext logic, which involves:

 - using TARGET_NLS_DEPENDENCIES instead of hand-encoded dependencies
   on gettext/host-gettext

 - using TARGET_NLS_LIBS to force linking against libintl

 - dropping BR2_PACKAGE_GETTEXT selection

 - using BR2_SYSTEM_ENABLE_NLS instead of BR2_ENABLE_LOCALE to decide
   if NLS support should be enabled or not

ushare is not an autoconf/automake based package, so it does not have
the standard behavior of autoconf that every enable/disable option
supports both --enable-foo and --disable-foo.

For example, it supports --disable-nls, but not
--enable-nls. Currently, DISABLE_NLS is either empty or --disable-nls,
but this will be changed in a follow-up commit. As a preparation, this
commit modifies ushare to no longer use DISABLE_NLS, but instead
calculate itself whether --disable-nls should be passed.

The check-package script when ran gives warnings on ordering issues
on all of these Config files.  This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter u in the package directory.

The appropriate ordering is: type, default, depends on, select, help

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.

This change is done by using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\&lt;GPLv2\&gt;/GPL-2.0/g'

GCC5 defaults to -std=gnu11, which has different semantics for inline than
previous versions:

Which causes linker issues when display_headers() and start_log() are
referenced from other files.  There's no real reason why these needs to be
inline, so just drop the keyword.
