Current behavior of installing either only as a script or only as a binary is intended, as describe in the commit log of "d3e4db4e34 usb_modeswitch: bump to version 1.2.6" from 2013. This broke with commit 4cd1ab158 (core: alternate solution to disable C++). Revert to 'false' instead of 'no' here as well. The result of --host / --build is only used to detect if we are building for Windows or not, which is why things are working on x86(-64) build hosts without specifying --host even though we are cross compiling - But this may change in the future, so we better pass the correct values. Passing extra jimtcl configure flags is unfortunately not forseen in the usb_modeswitch Makefile, so add a small patch making this possible.
