The BR2_GCC_TARGET_* configuration variables are copied to
corresponding GCC_TARGET_* variables which may then be optionally
modified or overwritten by architecture specific makefiles.

All makefiles must use the new GCC_TARGET_* variables instead
of the BR2_GCC_TARGET_* versions.

Renamed option dvbcsa to tvhcsa.

Upstream removed the dvbcsa configure option with this commit:

The test doesn't make sense. It just exits without any error if the
binary doesn't exist, which is silly.

Replace the DAEMON variable, which was used only once, by the full path
of the binary file.

tvheadend does not build on microblazeel, because of some assertion
failure in binutils:

    [...]/microblazeel-buildroot-linux-uclibc/bin/ld: FDE encoding in [...]/lib/gcc/microblazeel-buildroot-linux-uclibc/6.4.0/libgcc.a(_divdi3.o)(.eh_frame) prevents .eh_frame_hdr table being created.

This commit fixes the warnings reported by check-package on the help
text of all package Config.in files, related to the formatting of the
help text: should start with a tab, then 2 spaces, then at most 62
characters.

The vast majority of warnings fixed were caused by too long lines. A
few warnings were related to spaces being used instead of a tab to
indent the help text.
