<title>trousers/tpm-tools: enable on ARC</title>

With the latest ARC toolchain arc-2018.03 builds of "trousers" and
"tpm-tools" packages perform without errors.
Lets enable these packages for ARC.

With the exception, building tpm-tools for ARC770/750 requires to pass
"-mno-compact-casesi" as it was made for trousers before:
see patch f4cd8ceb9cfa "trousers: Pass "-mno-compact-casesi" when
building for ARCv1".
This change is a temporary workaround and the feature is going to be
fixed in the next ARC toolchain release version.

<title>package/*/Config.in: fix help text check-package warnings</title>

This commit fixes the warnings reported by check-package on the help
text of all package Config.in files, related to the formatting of the
help text: should start with a tab, then 2 spaces, then at most 62
characters.

The vast majority of warnings fixed were caused by too long lines. A
few warnings were related to spaces being used instead of a tab to
indent the help text.

The check-package script when ran gives warnings on ordering issues
on all of these Config files.  This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter t in the package directory.

The appropriate ordering is: type, default, depends on, select, help

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for BSD-3c is BSD-3-Clause.

This change is done using following command.

Update the comment about the ARC exception to match the one used in VLC,
so that a 'git grep "ARC toolchain issue"' returns the list of packages

This package has been failing to build on ARC due to a toolchain bug
since December 2015, causing a total of 168 build failures. Therefore,
let's disable this package for now, until the toolchain issue gets
resolved.

Compact casesi patterns don't have a reload version. This causes build
failures of "trousers" package for ARC.

Current patch disables compact casesi patterns for ARCv1 (750D and 770D)
via passing "-mno-compact-casesi" option when compiling "trousers".

This change is a temporary workaround and the feature is going to be
fixed in the next ARC toolchain release version.
