v3.2.0 has a bug in the configure step which causes it to fail when being built against libressl. As libopenssl is selected as the default, the autobuilders have not uncovered this failure. The issue has been confirmed in LTS 2018.02.10 (probably broken prior to that as well) and is not related to the Openssl bump to 1.1.x. This commit fixes the warnings reported by check-package on the help text of all package Config.in files, related to the formatting of the help text: should start with a tab, then 2 spaces, then at most 62 characters. The vast majority of warnings fixed were caused by too long lines. A few warnings were related to spaces being used instead of a tab to indent the help text. Signed-off-by: Thomas Petazzoni

Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. sqlcipher: disable tcl support

In commit b1dcb1c2 a fix was attempted at fixing a build failure where sqlcipher finds the distribution tcl and tries to build against it. sqlcipher has two tcl usage scenarios: host-tcl which is required to actually build it, and target tcl to build bindings. Since cross-compilation of the bindings isn't clean it fails as well, and since it wasn't a feature before either just disable it completely, since the wrong fix makes the sqlcipher build failures worse.
