Quoting speex release notes from https://www.speex.org "Speex 1.2rc2 and SpeexDSP 1.2rc2 are out December 6, 2014 This release splits the speex codec library and the speex DSP library into separate source trees." The check-package script when ran gives warnings on ordering issues on all of these Config files. This patch cleans up all warnings related to the ordering in the Config files for packages starting with the letter s in the package directory. We want to use SPDX identifier for license string as much as possible. SPDX short identifier for BSD-3c is BSD-3-Clause.
