Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. The check-package script when ran gives warnings on ordering issues on all of these Config files. This patch cleans up all warnings related to the ordering in the Config files for packages starting with the letter s in the package directory. We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+. softether: add patch to fix build on uClibc toolchain without ifaddr support

This commit adds a patch to softether to make sure it doesn't use the ifaddrs functions when they are not provided by the C library, which can be the case with certain external uClibc toolchains.
