<title>rauc: add missing dependencies for host variant</title>

rauc unconditionally needs OpenSSL and libglib2. Those dependencies
were properly accounted for the target variant, but not the host
variant, causing build failures. This commit adds the missing
dependencies.

<title>rauc: new package</title>

RAUC is the Robust Auto-Update Controller developed by the folks at
Pengutronix. It supports updating embedded systems from the network
(ex: HawkBit) or from a disk and provides a d-bus interface.
