Revert "zeromq: needs NPTL"

zeromq: needs NPTL

The recent zeromq version bump to 4.2.5 added a call to pthread_condattr_setclock() which is only provided by the NPTL implementation of pthreads. Add this dependency to zeromq and all reverse dependencies recursively. We want to use SPDX identifier for license string as much as possible. SPDX short identifier for BSD-3c is BSD-3-Clause. python-pyzmq: bump to version 16.0.2

Updated the zmq version detection patch to apply cleanly on 16.0.2. Added patch #2 to replace compile_and_run with compile_and_forget in the setup code: this function is only used to check for the availability of "sys/un.h" and we only need to compile the test code to make sure of that. Commit 006a328ad6be ("util-linux: fix build with ncurses") removed dependency on BR2_USE_WCHAR, but failed to update the reverse dependencies of util-linux. This commit fixes all such reverse dependencies by removing dependency on BR2_USE_WCHAR as it is not required by package itself.
