package/polkit: needs glibc

The recent bump of polkit introduced a version that now unconditionally uses glibc-specific functions from the getnetgrent() familly, which are not available on musl or uClibc-ng. Hide away polkit when the C library is not glibc. Propagate the dependency to packages that select polkit: udisks and systemd. For systemd, add a comment. We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+. package: remove the trailing slash sign from _SITE variable

libglib2: needs threads

This commit adds a dependency of the libglib2 package on thread support in the toolchain, since upstream libglib2 doesn't build without thread support. The commit is rather large as it involves propagating the dependency on thread support to all reverse dependencies of the libglib2 package. [Thomas: squash all patches into one, make a few minor fixes, the most important one being to not add comments about MMU requirement when a package doesn't work on !MMU platforms.] Signed-off-by: Spenser Gilliland
