<title>package/o*/Config.in: fix ordering of statements</title>

The check-package script when ran gives warnings on ordering issues
on all of these Config files.  This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter o in the package directory.

The appropriate ordering is: type, default, depends on, select, help

<title>boot, package: use SPDX short identifier for LGPLv2.1/LGPLv2.1+</title>

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.

This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv2.1(\+)?/LGPL-2.1\1/g'

Technically this is 10.1.0, however the initial release left out a config
directory causing autoconfig to fail.  See this post:

As such, I specified the hash to fix the release:

<title>Replace (e)glibc by glibc</title>

Following the removal of eglibc support, this commit replaces all
occurences of "(e)glibc" by just "glibc". Most of the occurences are in
package Config.in comments.

In addition, when the form "an (e)glibc ..." was used, it is replaced by
"a glibc ...".

<title>package/openvmtools: does not build with uClibc</title>

On glibc 2.4+, openvmtools uses euidaccess(), which is not implemented
on uClibc.

But since uClibc fakes being a glibc-2.10, openvmtools believes it can
use euidaccess(), and thus we get a linking error.

'printf', especially in init script.

linux-pam needs some surgery to build under musl, so for the time being
disable it until the issues are solved. Also disables dependent package
python-pam, and dependent suboptions under openvmtools, rsh-redone and
util-linux.
