package/openocd: fix fallout after no-C++ fixups

Commit 4cd1ab158 (core: alternate solution to disable C++) made use of a non-existent 'no' binary when C++ is not available in the toolchain. However, some packages, like jimtcl as bundled in opeocd, really want to find the binary that $CXX contains. Revert openocd to use 'false' instead of 'no'. Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. The check-package script when ran gives warnings on ordering issues on all of these Config files. This patch cleans up all warnings related to the ordering in the Config files for packages starting with the letter o in the package directory.
