musl provides its own SYS_getrandom definition, but not GRND_NONBLOCK.
This breaks the build with kernel headers older than v3.17. Add a patch
adding a local definition of GRND_NONBLOCK to fix the build.

The getentropy_linux.c file is in upstream tarball, but not in its git
repository. It originates from OpenBSD. For this reason the patch is
against the tarball, but not git formatted.

<title>openntpd: fix build with musl</title>

The recent version bump added a local sys/cdefs.h header that overrides
the internal libc provided one. But since musl does not use this header,
the __dead definition in this file is missing. Add a patch that moves
the __dead definition to sys/types.h.

Update the autoreconf reason comment. Current openntpd ships libtool
version 2.4.2 that Buildroot can safely patch.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for BSD-2c is BSD-2-Clause.

This change is done using following command.

BR2_PACKAGE_OPENNTPD has a "depends on !BR2_PACKAGE_NTP" because the
openntpd package conflicts with the ntp package.

So the Config.in comment of openntpd should also not be visible when ntp
is selected. Otherwise the comment will show up when the user has a
non-NPTL toolchain, and once he enables NPTL support, the comment
disappears, but the package option doesn't appear.

<title>openntpd: set time immediately from initscript</title>

Match the systemd service file and set time immediately on startup
rather than small steps when it differs a lot.
On embedded scenarios this is better since boards that lack a
battery-backed RTC might start at unix epoch and the time set will delay
for quite a while otherwise.
For boards that do have a battery-backed RTC the behaviour will be
practically the same unless the RTC drifts a lot.

'printf', especially in init script.
