nvme-cli: bump to version 1.3

We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+. nvme: add optional udev support

Commands like 'nvme list' require libudev but support for libudev is decided at compile time, and in buildroot this is hard disabled. Add a check for udev and if it is available build nvme with udev support.
