The conditions are not trivial to reproduce, but it can happen that the headers are not fully regenerated by the time they are included. This only happens when a python and/or perl interpreter are available, with a high number of jobs and a high load. This commit fixes the warnings reported by check-package on the help text of all package Config.in files, related to the formatting of the help text: should start with a tab, then 2 spaces, then at most 62 characters. The vast majority of warnings fixed were caused by too long lines. A few warnings were related to spaces being used instead of a tab to indent the help text. Signed-off-by: Thomas Petazzoni

We want to use SPDX identifier for license string as much as possible. SPDX short identifier for GPLv3/GPLv3+ is GPL-3.0/GPL-3.0+. Update our patches: - drop patch 1, replaced by an upstream equivalent; adapt config options and env accordingly, - drop patch 2, applied upstream, - rename patch 3 gdlib-config and net-snmp-config are only used when said support is enabled (resp. nut-scanner needs libltdl, a wrapper around dlopen/dlsym. This does not really make sense on a static-only build. Disable use of libltdl in static-only builds; this disble nut-scanner.
