When libseccomp was compiled before, lxc will use it as optional
dependency:

$ output/host/usr/bin/x86_64-linux-readelf -a output/target/usr/libexec/lxc/lxc-monitord | grep NEEDED

See the conclusion about external toolchains during the Buildroot
meeting [1]:
"In the future, we stick to a single external toolchain version. The
Kconfig symbol should not encode the version (avoid legacy handling)"

Even though lxc uses the autotools, it does not use libtool to build
its libraries, and does it manually. It forces building a shared
library. So let's comply with this decision, and mark lxc as not
available in BR2_STATIC_LIBS configurations.

The recommended form is without the trailing slash. Buildroot will add a slash
between FOO_SITE and FOO_SOURCE as appropriate.
