The check-package script when ran gives warnings on ordering issues
on all of these Config files.  This patch cleans up all warnings
related to the ordering in the Config files for packages starting with
the letter l in the package directory.

The appropriate ordering is: type, default, depends on, select, help

Version 0.13.1 of libupnpp uses range-based for loops. This C++11 feature
requires at least gcc 4.6.

meeting [1]:
"In the future, we stick to a single external toolchain version. The
Kconfig symbol should not encode the version (avoid legacy handling)"

This commit changes the libupnp Config.in to use the gcc version
dependency mechanism. The only reverse dependency of libupnpp is
upmpdcli, which has already been updated, and requires &gt;= 4.6, while
libupnpp only requires &gt;= 4.5.
