<title>libtirpc: use rpcgen from host-nfs-utils</title>

Drop the patch adding local rpcgen. Instead use the host-nfs-utils
provided rpcgen. Update the patch "Automatically generate XDR header
files from .x sources using" to use external rpcgen.

Renumber the other patches.

The libtirpc host package is only for two headers that the host rpcgen
utility from the nfs-utils package needs to build. glibc used to provide
these headers. In version 2.26 glibc deprecated them with its bundled
Sun RPC. Recently Fedora stopped enabling Sun RPC in glibc. So we can no
longer rely on these headers being present on the host.

When compiling libtirpc, without RPC support available on the host
machine, the build of the rpcgen host program because it cannot find
the netconfig.h and rpc/types.h headers. Instead of relying on the
system-provided ones, let's use the ones included in the libtirpc
source code by patching the rpcgen build logic.

Add patch to fix following error:

This error occurs with the latest glibc master version (during the testing I had
glibc commit 92bd70fb85bce57ac47ba5d8af008736832c955a), but doesn't occur with
version 2.25.

Patch includes stdint.h to provide uintptr_t.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for BSD-3c is BSD-3-Clause.

This change is done using following command.

Now that musl toolchains depend on netbsd-queue package, a
implementation of sys/queue.h will always be available in the
staging directory, so we can remove the patch that adds a local
sys/queue.h implementation.
