package/lib*: fix wrapping of Config.in help text

The check-package script when ran gives warnings on text wrapping on all of these Config files. This patch cleans up all warnings related to the text wrapping for the Config files starting with lib in the package directory. libqmi: move canonicalize_file_name()

Previously was defined in qmi-util.h to fix musl compatibility. It was missed that this is a shared header which causes other dependent package builds to fail, so the static definition was moved into the implementation where it was used. libqmi: fix patch for canonicalize_file_name() issue

The patch added in commit c78b65c4f161ec101ff02880788ef22eb7c87d76 was bogus: it adds some code conditionally on HAVE_CANONICALIZE_FILE_NAME being undefined, but there is nothing that defines HAVE_CANONICALIZE_FILE_NAME if canonicalize_file_name() is already provided by the C library. This patch cleans up all warnings related to the ordering in the Config files for packages starting with the letter l in the package directory. We want to use SPDX identifier for license string as much as possible. SPDX short identifier for LGPLv2/LGPLv2+ is LGPL-2.0/LGPL-2.0+.
