libpjsip: disable parallel build

The libpjsip package has build issues on the autobuilders that look like parallel build issues. These issues seem to be extremely hard to reproduce, so let's disable parallel build and see if this fixes the issue. libpjsip: disable all bundled third party libraries

libpjsip: depend on libsrtp

libpjsip needs libsrtp to build, but it bundles a libsrtp version in case one is not found during the configure step. The Buildroot policy in such cases is to force using the external package, so forcibly depend on libsrtp.
