libevent: disable openssl for host

As host-libevent does not depend on host-openssl, it might attempt to build against the host installed openssl. This does not work very well on various hosts. Since we don't really need encryption support in host-libevent just disable openssl support. Disable build of example code as we already do for the target libevent. libevent: supports only the real OpenSSL, not LibreSSL

We want to use SPDX identifier for license string as much as possible. SPDX short identifier for BSD-3c is BSD-3-Clause. libevent: drop openssl static linking workaround

Commit f29bb169cf (libevent: fix openssl detection when statically linking) forced libevent to link against zlib when statically linking against openssl as the configure script failed to do this. Since then libevent has been bumped, and it now uses pkg-config to figure out how to link with openssl, so ensure pkg-config is available and drop the now-unneeded workaround. libevent: security bump to version 2.0.22

Fixes CVE-2014-6272 - integer overflow bugs in evbuffer_add() and related functions. Also file hash file (was stale) and switch to sourceforge for a stable/proper hash. libevent: add optional dependency on OpenSSL
