package/j*: fix wrapping of Config.in help text

The check-package script when ran gives warnings on text wrapping on all of these Config files. This patch cleans up all warnings related to the text wrapping for the Config files starting with the letter j in the package directory. package/jemalloc: filter on suported architectures

jemalloc has a hard-coded list of supported architectures, which it uses to define the minimum alignment for allocations. It whines at build time (not at configure time) when it does not know that alignment. Fix that by making jemalloc depend on the known-supported architectures. This new package provides jemalloc, a malloc(3) implementation that emphasizes fragmentation avoidance and scalable concurrency support. A host variant is added as it will be used by rust.
