iodine: use correct CFLAGS/LDFLAGS

The iodine build system correctly appends the needed CFLAGS/LDFLAGS to what was passed in the environment, so use TARGET_CONFIGURE_OPTS to ensure our flags are passed. Signed-off-by: Peter Korsgaard
