i2c-tools: fix missing runtime library

When building with dynamic library support, i2c-tools utilities are linked against the libi2c.so library. Current i2c-tools install commands don't take this into account, which leads to the following run-time error: eeprog: error while loading shared libraries: libi2c.so.0: cannot open shared object file: No such file or directory Use the native install target to fix that. This patch bumps i2c-tools to version 4.0 and adds a couple of new commands named i2ctransfer and eeprog. The check-package script when ran gives warnings on text wrapping on all of these Config files. This patch cleans up all warnings related to the text wrapping for the Config files starting with the letter i in the package directory. Tarballs of the releases are now again available: https://www.spinics.net/lists/linux-i2c/msg30349.html So change back to that instead of getting the source code from git. Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
