package/i*: fix wrapping of Config.in help text

The check-package script when ran gives warnings on text wrapping on all of these Config files. This patch cleans up all warnings related to the text wrapping for the Config files starting with the letter i in the package directory. Tarballs of the releases are now again available: https://www.spinics.net/lists/linux-i2c/msg30349.html So change back to that instead of getting the source code from git. Globally replace $(HOST_DIR)/usr/bin with $(HOST_DIR)/bin

Since things are no longer installed in $(HOST_DIR)/usr, the callers should also not refer to it. We want to use SPDX identifier for license strings as much as possible. SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+. i2c-tools: add busybox to dependencies if enabled

Before changing the install directory of i2c-tools to /usr/sbin/ make sure busybox is built first (if selected) in order to ensure that the symlinks to the busybox-provided versions are overwritten by the i2c-tools' install commands.
